What the INQA Funding Program Offers

The INQA-Coaching program (Initiative Neue Qualität der Arbeit) was specifically created to help small and medium-sized enterprises (SMEs / KMUs) in Germany build healthy, agile, and future-proof workplaces for employee-centered organisational development.

Key Details at a Glance

  • 80% Funding Support: The program covers 80% of team consulting costs. For a maximum package of up to 12 consulting days (€14,400 net value), your organisation pays an own contribution of only €2,880 net.
  • Who Is Eligible? Legally independent SMEs based in Germany with fewer than 250 employees and an annual turnover under €50M (or balance sheet total under €43M). Organisations must have been active in the market for at least two years and employ at least one full-time staff member. This includes commercial businesses, social enterprises, non-profits, and independent professionals

An Agile 3-Phase Process (Up to 7 Months)

Rather than generating static consulting reports, INQA-Coaching focuses on direct implementation and employee engagement:

  1. Initial Phase (~1 Month): Defining focus areas, establishing clear objectives, and facilitating an engaging kick-off workshop with the team.
  2. Innovation Phase (~3–4 Months): Within internal "INQA Labs," leaders and employees actively co-create, test, and refine new workflows, role definitions, and digital routines.
  3. Learning Phase (~1 Month): Evaluating outcomes, consolidating insights, and sustainably embedding new practices into daily operations.

4 Simple Steps to Access Funding

Accessing the funding program is straightforward, and we are happy to guide you through the process:

  1. Check Eligibility: Review the criteria to verify your organisation's eligibility and share the details with your leadership team (here’s a PDF summary to do so).
    1. Small and medium-sized enterprises (SMEs) with their headquarters and place of business in Germany (regardless of legal form or nonprofit status; the key criterion is economic activity)
      1. less than 250 employees and
      2. either annual revenue of no more than 50 million euros or an annual balance sheet total of no more than 43 million euros
    2. Your organisation needs to meet the following criteria:
      1. Have been in business for at least 2 years 
      2. at least one person is employed full-time and subject to social security contributions
    3. The following organisations are not eligible for funding:
      1. Management consulting firms that are themselves active in the areas of human resources policy or team- and organisational development
      2. The company has already received INQA coaching
      3. The maximum amount of de minimis aid has already been exhausted (more than €300,000 over the past three years)
      4. Municipal enterprises or companies with public ownership (> 25%)

  3. First Consultation for the Funding: We connect you with a regional INQA advisory center (INQA-Beratungsstelle) for a free 1h-check to confirm your eligibility. The advisory center will offer guidance with the application process (around 2 hour time investment) and you’ll receive your INQA-Coaching voucher after everything has been checked.
  4. Coaching Kick-off: Once your voucher is issued, we launch your journey together.

INQA Coaching is funded by the European Social Fund Plus (ESF Plus) and German Federal Ministry of Labour and Social Affairs (BMAS).
